Minutes:

In presenting her published report, the Mayor encouraged all Councillors to support her in her charity fundraising event in abseiling the Spinnaker Tower, together with the forthcoming music festival and classic car rally.

(A)         The Adoption of Public Space Protection Orders (Dogs) Under Antisocial Behaviour and Policy Act 2014 to Replace Existing Byelaws

 

RECOMMENDED to Council that it:

 

That the Cabinet recommends to Council that it:

 

(1)          authorises the making of the proposed Public Space Protection Orders – Dogs (Havant Borough Council) 2017 in relation to

·         failing to dispose of dog faeces

·         the control of dogs in designated children’s play areas

·         the control of dogs within cemeteries

·         the exclusion of dogs from gated childrens’ play areas and fenced tennis courts

·         failing to put a dog on a lead when directed to do so

·         seasonal exclusion of dogs from blue flag beaches

 

(2)          agrees to the use of £80 fixed penalty notices to tackle offences disclosed; and

 

(3)               delegates authority to the Service Manager Neighbourhood Support in consultation with the Portfolio Holder to carry out all necessary publicity required by virtue of the Anti-Social Behaviour, Crime and Policing Act 2014 (Publication of Public Spaces Protection Orders) Regulations.

Proposed by Councillor Briggs and seconded by Councillor Buckley, it was

 

RESOLVED that the following be authorised:

 

(1)       the making of the proposed Public Space Protection Orders – Dogs (Havant Borough Council) 2017 in relation to:

In addition to his published report, the Leader provided an update on forthcoming events at the Plaza, supported by the local Friends of Dementia Group, to raise awareness of this issue and its relevance to the local community.

In addition to his published report, Cllr Pike provided an update on discussions with the LEP and national government departments with a view to securing alternative use for employment land in the Borough at New Lane.

 

In addition to her published report, Cllr Turner provided an update on recent successful bids for funding under the Flexible Homelessness Support Grant.

 

Cllr Guest gave a verbal report on a recent visit to the House of Commons in connection with the launch of the Industrial Revolution 4 initiative being led by Alan Mak MP.
