To Elect a Member of the Council to be Mayor of the Borough for 2019/20

To elect a Member of the Council to be Mayor of the Borough for 2019/20. The newly elected Mayor will make a declaration of acceptance of office, take the chair and be free to address the Council.

Minutes:

Proposed by Councillor Satchwell and seconded by Councillor Bowerman, it was

 

RESOLVED that Councillor Diana Patrick be elected Mayor of the Borough of Havant for 2019/20.

The Council adjourned at 11.10 and reconvened at 11.20

During the adjournment the Council and invited guests were entertained by pupils from St Thomas More’s school.

The Mayor announced that her Charity Appeal Fund for the forthcoming year would support SAAFA, the Armed Forces Charity and Dementia Friendly Hampshire.  The Mayor also announced that her Chaplain for 2019/20 would be Canon Tom Kenner.

 

In looking forward to her year of office, the Mayor thanked all those who had supported her during her year as Deputy Mayor.

 

The Mayor then made presentations to her selected Mayor’s Cadets for the forthcoming year.

Vote of Thanks to Last Year's Mayor and Reply

Minutes:

Proposed by Councillor Sceal and seconded by Councillor Bowerman, it was

 

RESOLVED that a vote of thanks be recorded to the past Mayor, Councillor Peter Wade, for his service to the Council during his year of office.

Reply by the Retiring Mayor

The retiring Mayor, Councillor Peter Wade, took the opportunity to thank all those who had supported him during his year of office and, in particular, those who had generously supported his chosen charities.  Councillor Wade then made presentations to his Chaplain and to his Mayor’s cadets.

3.

Appointment of Deputy Mayor 2019/20

To appoint a Member of the Council to be Deputy Mayor for 2019/20, who will then make a declaration of acceptance of office.

RESOLVED that Councillor Prad Bains be appointed as Deputy Mayor of the Borough of Havant for 2019/20.

4.

Discharges and Appointments of Trustees

To make discharges and appointments of Trustees of the Mayor of the Borough of Havant Appeal fund Charitable Trust following the election of Mayor.

RESOLVED that Councillor Diana Patrick be appointed Mayor Trustee of the Borough of Havant Appeal Fund Charitable Trust and that Councillor Peter Wade be appointed further Trustee of the Mayor of the Borough of Havant Appeal Fund Charitable Trust.

5.

Leader's Announcements

To receive any announcements the Leader wishes to make.

Minutes:

At the invitation of the Mayor, the Leader took the opportunity to thank Councillors Buckley and Rees, who had stood down in 2019, for their valued contribution to the work of the Council during their terms of office. 

 

The Leader also paid tribute to late Councillors Gerald Shimbart and Rivka Cresswell and to the late Honorary Aldermen Barry Gardener and June Hanan for their commitment and valued service to the Council.

The Council Adjourned at 12.19pm and reconvened on 22 May 2019 at 5.00pm

Mayor's Announcements

The Mayor opened the reconvened meeting with an update on the civic events that she had attended since her election as Mayor.  The Mayor encouraged all Councillors to attend and support civic and community events across the Borough.

Apologies for absence for both the meeting convened by the Mayor on 8 May and the reconvened adjourned meeting on 22 May were received from Councillors Guest and Weeks.

RESOLVED that the minutes of the meetings of the Council held on 27 February and 21 March 2019 be approved as a correct record.

Appointment of Leader

The Council to appoint a Leader in accordance with Article 7 of the Constitution.

Proposed by Councillor Pike and seconded by Councillor Turner, it was

 

RESOLVED that Councillor Michael Wilson be appointed as Leader of the Council in accordance with Article 7 of the Council’s Constitution.

Recommended that the Council:

 

(i)               Notes the appointments made to the Cabinet by the Leader of the Council as set out in Part A of Appendix A (Appendix A to be circulated separately);

 

(ii)             Receives notification from the Leader of the Council that unless and until the Leader of the Council otherwise directs, the Cabinet, being the body which will undertake the relevant functions and powers set out in Part 3 of the Constitution of Havant Borough Council, will undertake all those functions and powers by acting together, save that, where Cabinet functions have been delegated to individual members of the Cabinet in accordance with the Scheme of Delegations to Portfolio Holders set out in Part 3B of the Constitution and/or to officers in accordance with the Scheme of Delegations to Officers set out in Part 3D of the Constitution, those delegations will continue to have effect.

 

(iii)            Reviews the representation of the different political groups on each of the Committees and Boards set out in Appendix B (to be circulated separately) and determines:

 

(a)         the allocation of seats on each of those bodies to each of the political groups into which the Council is divided and

(b)         the membership of those bodies in accordance with the wishes of those groups; and

 

(iv)       Approves:

 

1            the appointment and functions of the various Committees and Boards;

2            the appointment of Councillors to those Committees and Boards;

3            the appointment of Chairs and Vice-Chairs (as  appropriate) to those Committees and Boards all as set out in Parts B and C of Appendix A;

4            All such appointments at (iv) (1) to (3) to remain in place until the Annual Council meeting in 2020; and

 

(v)       Approves the sundry appointments set out in Part D of Appendix A, such appointments to remain in place until the Annual Council meeting in 2020.

The Mayor has consented to the addition of this late item on the grounds that Havant needs to respond swiftly to the nationally recognised need to reduce harmful carbon emissions.

The Mayor had consented to the addition of this late item to the agenda on the grounds that Havant needed to respond swiftly to the nationally recognised need to reduce harmful carbon emissions.

 

During the course of the debate there was a consensus of support for the Motion and recognition of the need for long term planning in communities to combat climate change, of particular relevance locally given the coastal location of Havant Borough.

 

A concern was expressed, however, by some members that it was important to recognise the significant achievements to date in reducing carbon emissions locally and nationally and that, in supporting the principle of the Motion, the Council should also proactively look to work collaboratively on practical energy-saving projects at a local level.

 

Proposed by Councillor Francis and seconded by Councillor Pike, it was

 

RESOLVED that

 

This Council recognises that residents, businesses, community groups and public bodies all have a part to play in reducing harmful emissions and improving our environment.

 

As a Council, we wish to see a reduction in carbon emissions across the Borough, and new dwellings that have a reduced impact on the environment.

 

Our draft Local Plan 2036 gives clear leadership to sustainable housing, increasing use of renewable energy and electric vehicles. We call upon housebuilders to comply with, and exceed these new standards which will significantly reduce the environmental impact of new housing.

 

As a Council, we are providing leadership in environmental standards by, for example, investing in electric vehicles for HBC services, electric vehicle charging points in our car parks, better cycling and walking routes, high standards of building and green spaces in our regeneration plans and increasing our recycling rates.

 

There are many steps that property owners can take, for example, solar PV/solar tiles, solar assisted water heating, individual room thermostatic heating controls, exterior wall insulation, double/triple glazing, electric car charging points and other low carbon and energy saving measures.

 

This Council urges all residents, businesses and other public bodies to work with us to reduce our collective impact on the environment.
