Chairman's Report

The Chairman to report the outcome of meetings attended or  other information arising since the last meeting.

Minutes:

The Chairman informed members that the first meeting of the Five Councils Joint Scrutiny Committee had been held, with the next meeting scheduled for August.

 

The Chairman had also received an invitation to attend the PUSH Joint Scrutiny Committee in July.

The Scrutiny Board was requested to appoint Scrutiny Leads and make appointments to the Scrutiny Panels.

 

The Chairman reminded members that they were welcome to attend the meetings of any Panel.

 

RESOLVED that;

 

a)    Scrutiny Leads be appointed as set out in Appendix A to these minutes;

 

b)    Scrutiny and Policy Development Panels and the Scrutiny Leads Panel be appointed as set out in Appendix A to these minutes;

 

c)    Members of the Panels be appointed as set out in Appendix A to these minutes;

 

d)    The Board be responsible for the liaising with the Leader of the Council on future policies and work relating to his specific responsibilities and holding him to account on agreed action arising from previous scrutiny reviews relating to his specific responsibilities;

 

e)    For the purposes of Section 19 of the Police and Justice Act 2006 the Scrutiny Board be designated as the “Crime and Disorder Committee” with the responsibility to scrutinise the way in which persons and bodies responsible for tackling crime and disorder charge their functions; and

 

f)     Councillor Faith Ponsonby be appointed as a non voting co-opted member of the Scrutiny Board.

The Scrutiny Board considered the Scrutiny Work Programme 2017/18 and the proposed success criteria for 2017/18.

 

The Board were informed that due to resident complaints, a review would be undertaken by the Operations Scrutiny Panel into beach hut fees and charges.

 

Members also raised concerns over grass cutting, street scene issues and litter in the Borough and requested that an urgent scrutiny review be undertaken.

 

RESOLVED that;

 

a)               The Scrutiny Board Work Programme 2017/18 be approved subject to the addition of the following topics as urgent scrutiny reviews:

 

              i             Beach Hut Fees and Charges; and

              ii            Grass cutting, street scene issues and litter in the Borough

 

b)               The success criteria for 2017/18 be approved.
