15.

Chairman's Report

Minutes:

The Leader thanked Mrs Buckley who had submitted a question to Cabinet on behalf of the Havant Borough Residents’ Alliance.  Mrs Buckley was unable to attend Cabinet in person and therefore the Leader confirmed that a written response would be provided in this instance, a copy of which to be published with the minutes of this meeting.

 

The Leader raised awareness of the 27th anniversary of the Srebrenica Genocide and asked those present to take a moment of reflection to remember those who were lost and for those who are currently fighting in the Ukraine.

Minutes:

There was one matter submitted from the Overview & Scrutiny Committee arising from their meeting of 12 April 2022, in relation to the Climate and Environment Action Plan. 

 

The Leader proposed to deal with the committee’s findings in relation to their work on the Climate and Environment Action Plan as part of the substantive item, Item 9 of the agenda.

Councillor Denton introduced the report as the relevant Cabinet Lead and proposed the recommendations.

 

Seconded by Councillor Bowerman, following debate, it was RESOLVED that Cabinet approved the introduction of the Freeport Discretionary Rate Relief Scheme.

Councillor Denton introduced the report as the relevant Cabinet Lead and proposed the recommendations.

 

Seconded by Councillor Bains, following debate, it was RESOLVED that Cabinet approved the submitted updated Corporate Complaints Policy – which now includes a section on vexatious complaints.

 

20.

Climate Change and Environment Governance and Action Priorities for 2022-2023 pdf icon PDF 349 KB

Minutes:

The Leader introduced the report on behalf of Councillor Lloyd, who was absent for this meeting.  In his introduction he thanked Councillor Thain-Smith and Councillor Bowerman for their work on shaping and steering the Climate Change & Environment Strategy and the Climate Action Plan. 

 

The Leader referred Cabinet to the report of the Overview & Scrutiny Committee on the Climate Change & Environment Action Plan which recommends that “where possible, the action plan be amended to include more tangible targets for individual targets with a simplified numbering system of these targets”.

 

The Leader thanked the Overview & Scrutiny Committee for their work in this regard and noted the recommendation from the Committee.  The Leader further suggested that the recommendation be looked at by the Climate Change and Environment Panel and does not form an amendment to the substantive motion.

 

Proposed by Councillor Rennie, seconded by Councillor Bowerman, following debate, it was RESOLVED that Cabinet:

 

a.         noted the governance structure and Terms of Reference for the Climate Change and Environment Panel (CCEP) as set out in the submitted report and Appendix 1 of the report, which were previously approved by the Leader and Cabinet in December 2021 and

 

b.         endorsed The Havant Borough Climate Change and Environment initial Priorities for 2022 -2023 CCEP recommended by the Climate Change & Environment Panel as set out in the submitted report.

Councillor Robinson introduced this item as the relevant Cabinet Lead and proposed the recommendations.

 

Seconded by Councillor Bowerman, following debate, it was RESOLVED that Cabinet:

 

a    Establish a Housing Services Review Panel as a working group of Cabinet

 

b.   To receive a report from the Housing Services Review Panel within the next 3 months on the outcome of their service review

 

22.

Tackling Housing Pressures: Housing Development Strategy pdf icon PDF 260 KB

Councillor Robinson introduced the item as the relevant Cabinet Lead and proposed the recommendations.

 

Seconded by Councillor Rennie, following debate, it was RESOLVED that Cabinet:

 

a.      Approved the Housing Development Strategy at Appendix A supporting the direct intervention by the Council into the housing market, and subject to the approval of ‘a’, noted that

 

b.      A funding strategy in support of the housing development strategy at Appendix A will be presented to the next meeting of Cabinet

 

c.       An action plan and a recommendation for creation of a housing development company will also be presented to Cabinet for approval to its next meeting.
