Application for a Club Premises Certificate, Purbrook Members' Club, Stakes Road, Purbrook

Minutes:

The following documents were submitted to the Sub-Committee:

 

(i)         A report from the Licensing Officer;

 

(ii)        Application for a Club Premises Certificate in respect of Purbrook Members’ Club, Stakes Road, Purbrook;

 

(iii)       Statement submitted by the Applicant, Malcolm Brown;

 

(iv)       Additional condition agreed between the Environmental Health Officer  and the Applicant;

 

(v)        Notice of Hearing and Enclosures;

 

The Chairman explained the procedure to be followed at the meeting and confirmed that a permanent record of the proceedings would be kept.

 

Mr Walsgrave confirmed that he wished to address the hearing on the Applicant’s behalf and would call upon Mr Brown to respond as required to any specific matters raised during the course of the hearing.

 

Mr Smees confirmed that he had been asked to represent objectors from Fielders Court and he requested the Sub-Committee’s consent to call upon those objectors to respond as required to any specific matters raised during the course of the hearing.

 

This was agreed by the Sub-Committee.

 

The Licensing Officer presented her report to the Sub-Committee and gave an outline of the Application and the representation received.  

 

Both parties were invited to make representations to the Sub-Committee in relation to the application.  Both parties responded to members’ questions and were given an opportunity to ask questions of each other.

 

The Sub-Committee adjourned from 11.10am until 12.20am

to consider the Application

 

RESOLVED that the Application for a Club Premises Certificate in respect of Purbrook Members’ Club be approved subject to the following conditions:

 

(1)       those conditions relating to CCTV agreed between the Applicant and the Police as set out in the Licensing Officer’s report;

 

(2)       An acoustical performance assessment of the structure of the building will be undertaken by a competent person.  The findings of the report will be incorporated into a noise management plan which will be agreed in writing with the Local Licensing Authority.  The report recommendations and any structural works required will be implemented prior to any use of the club for regulated entertainment;

 

(3)       Notices to be displayed inside the building directing patrons to the smoking area located to the West of the building;

 

(4)       Delivery access to be clearly signposted.

 

In reaching its decision, the Licensing Sub-Committee was satisfied that the measures to be put in place by the Applicant, together with the conditions imposed by the Sub-Committee, would be sufficient to address those concerns expressed by local residents that fell within the remit of the Sub-Committee.
