The Minutes of the meeting of the Crime and Disorder Panel held on 2 March 2017 were agreed as a correct record and signed by the Chairman.

Review of Safer Havant Partnership - Troubled Families Programme pdf icon PDF 70 KB

The Panel considered the draft report and findings on the Review of Havant Safety Partnership – Troubled Families Programme. The Neighbourhood Development Team Leader and the Community Safety Officer were invited to join the meeting and answer any questions in relation to the report.

 

The Panel considered that in view of the importance and success of the programme the Panel should also recommend that:

 

(i)           the Leader of the Council be requested to seek the support of the local Members of Parliament for an extension of the funding for the programme beyond 2020; and

 

(ii)          an investigation be undertaken into the feasibility of requiring a contribution towards the programme as part of the planning permission for certain developments.

 

As Chairman took the opportunity to thank all those involved for their contribution.

 

RESOLVED that the Scrutiny Board recommend to Cabinet that:

 

(a)          Hampshire County Council be requested to relax the scheduled timescales for working with families within the Troubled Families Programme to allow for full support to be given;

 

(b)          Hampshire County Council be requested to extend the length of grant funding to be given over a three year period to allow for long-term planning and resource allocation;

 

(c)          the Department of Work and Pensions be requested to allow for the access of data for agencies within the Troubled Families Programme;

 

(d)          the Leader of the Council be requested to seek the support of the local Members of Parliament  for an extension of the funding for the programme beyond 2020; and

 

(e)          an investigation be undertaken into the feasibility of requiring a contribution towards the programme as part of the planning permission for certain developments.

The Panel was given the opportunity to consider and comment upon the a draft report on the adoption of Public Space protection Orders (dogs) under the Anti Social behaviour and Police Act 2014. The Deputy Leader of the Council, the Neighbourhood Support Team Leader, and the Neighbourhood Quality Manager were invited to join the meeting and answer any questions in relation to the report.

 

The Panel considered that it would be desirable to extend the areas where dogs would be excluded to include gated play areas.

 

As Chairman took the opportunity to thank all those involved for their contribution.

 

RESOLVED that the Scrutiny Board be recommended to endorse the recommendations set out in the submitted report subject to the addition of gated play areas to the zones from which dogs would be excluded.
