A quarterly challenge session on the Local Plan to review the progress of the plan against the project programme and in particular to examine:

  1. any delays in the programme and inhibitors and 
  2. performance against milestones and KPIs

The Board considered the report of the Planning Policy Team Leader.  In response to a question the Board was advised that all the deadlines were self-imposed, apart from a minimum six-week public consultation period.  The deadlines had been added to drive the project forward and protect the council from speculative development. 

There had not been an influx of speculative applications in the lead up to the adoption of the Local Plan, although it was known from pre-application advice that there were a number of schemes in the pipeline and that it was expected that a number of applications would be submitted in the coming months. 

 

If applications were received, they could potentially be considered by the Planning Inspector along with the proposed allocation sites. 

 

Whilst the Local Plan project was overspent, the overall budget for planning remained balanced due to increased income and staff vacancies.

 

The Board thanked officers for their hard work on this project.

 

Following the discussion it was RESOLVED that the Operations and Place Shaping Board Noted:

 

·         The progress in preparing the Havant Borough Local Plan 2036 against the Local Plan Project Plan;

  • The aim for Cabinet and Council to consider the Pre-Submission Havant Borough Local Plan 2036 on 30th January 2019; and
  • The extremely tight timeframes involved in achieving the targeted Cabinet and Council date and the work required to make them.

To consider the report, requested at the meeting of the Board held on 16 October 2018, outlining the roles and responsibilities for each stage of the Community Trigger process (Minute 18/10/2018).

 

Minutes:

In order to reassess the findings of the Community Trigger review carried out between October 2017 and February 2018 and confirm whether the recommendations submitted to Cabinet had been complete, the Board RESOLVED to re-establish the Community Trigger Panel for an additional meeting.  Any recommendations arising from this meeting would be submitted back to the Board.

 

The Panel would comprise of the previous membership of Councillors Patrick, Hart, Keast and Thomas, with the addition of Cllr Raines.
