2022/23 Mid-Year Budget Re-base & Quarter 1 Report PDF 327 KB Additional documents:
Minutes: Councillor Denton introduced the report as the relevant Cabinet Lead.
Proposed by Councillor Denton and seconded by Councillor Pike, following debate it was RESOLVED that Cabinet recommend to Council:
a The proposed revenue budget rebase for 2022-23
b to delegate to s151 the authority to make the necessary budget virements in order to rebase the 2022-23 revenue budget as set out in the report
Cabinet further noted the Quarter One performance report.

Extension of current arrangements for Payroll Services to September 2024 PDF 130 KB Minutes: Councillor Denton introduced the report as the relevant Cabinet Lead.
Executive Head for Internal Services reassured Cabinet that current payroll arrangements are working effectively.
Members proposed an amendment to the recommendation to provide ability to extend the arrangements by a further year, to bring the end date in line with the end of the contract. Proposed by Councillor Pike and seconded by Councillor Rennie it was RESOLVED to amend the recommendations to include:
‘with delegation to the Executive Head of Internal Services to roll over for a further period to the end of the contract June 2025.
Proposed by Councillor Denton and seconded by Councillor Pike, following debate it was RESOLVED that Cabinet approved the roll-over of the payroll bureau service Zellis contract for 18 months from April 2023 to September 2024, with delegation to the Executive Head of Internal Services to roll over for a further period to the end of the contract June 2025, with a continuation of the current arrangements with South Oxfordshire and Vale of White Horse District Council (S&V DC).

The Monitoring Officer confirmed that the partnership arrangement proposed will result in the Monitoring Officer function being a retained post, employed by Havant Borough Council as per the legal requirement.
Proposed by Councillor Denton and seconded by Councillor Rennie, following debate it was RESOLVED that Cabinet:
a) approved Option 1 set out as detailed within this report; and
b) delegated authority to the Chief Legal Officer to conclude the terms of the delegation agreement required to give effect to the arrangement
