Proposal:      Outline Planning Application for Phased demolition of existing buildings and the erection of new flexible use employment floorspace (Use Classes E(g)(i)-(iii)/B2/B8) and ancillary uses (Use Classes E(b), E(d) and E(f)); and associated works. All matters reserved except Access.

 

The Committee considered the written report and recommendation from the Head of Planning to grant permission.

 

The Committee considered supplementary information, circulated prior to the

meeting, which included:

 

a)                  a written statement submitted by Mr English on behalf of local residents and a written statement submitted by Ms Stephen, the applicants agent; and

 

b)                  an update sheet which:

 

1.                  addressed the flood risk;

2.                  included details of further comments and conditions; recommended by the Highway Authority;

3.                  updated the traffic management requirements;

4.                  identified additional requirements to be included in the recommended Section 106 agreement; and

5.                  included details of the recommended conditions to be imposed, if the Committee was minded to permit the application

 

c)              an additional update sheet which included further comments received from Environmental Health and amendments to the recommended conditions set out b)5 above

 

The Committee was addressed by Ms Stephen, the applicant’s agent, who reiterated the issues set out in the written deputation submitted on behalf of the applicant.

 

In response to questions from members of the Committee, the officers advised that:

 

·                     the Highways Authority considered that barrier controls were only required during the peak times in the morning to ensure that vehicles travelling to the site did not interrupt the free flow of traffic on the A2023; vehicles leaving the site in the evening would mainly affect the traffic flow in roads within the site and not on the A2023.

·                     the current emergency access to the southeast would remain as an emergency access

·                     the Southern Water study, which had been commissioned by the Council, related to unexpected development in the area. This was a brownfield site and it was therefore expected that this site would at some time be redeveloped. It was anticipated that the discharge rates likely to be generated by the proposal would be similar or better than the current discharge rates.

·                     the existing drainage system would be updated.

 

The Committee discussed the application in detail together with the views raised by public speakers and the submitted written statements.

 

A majority of the Committee considered that the development would be beneficial to the Borough. It was felt that that the impact of the proposals on adjoining residential properties could be mitigated by landscaping.

 

During the debate the officers reported details of the maturity of the trees proposed to be planted as part of the proposal and advised that the landscaping officer considered that the proposals were acceptable.

 

A motion to agree the recommendations set out in the report as amended by the supplementary information proposed by Councillor Weeks and seconded by Councillor Bowdell was agreed.
