Proposal:      Erection of a 78 bed older persons care home (Use class C2) together with construction of new access road, car/cycle parking, drainage works, hard/soft landscaping and other associated infrastructure.

 

The Committee considered the written report and recommendation from the Head of Planning to Grant permission.

 

The Committee received supplementary information, circulated prior to the

meeting, which included:

 

1.                  The minutes of the Site Viewing Working Party held on 15 February 2024

2.                  written deputations submitted by the prospective operator of the proposal, and on behalf of the applicant; and

3.                  an update sheet which included details of a representation received after the agenda had been published, updated planning considerations and the recommended conditions.

 

During the presentation the Committee was advised that the following wording should be added after paragraph j of condition 17

 

The development shall thereafter be carried out in accordance with the approved details”.

 

The Committee was addressed by Mr Marshall, a representative of the applicant, who reiterated the issues set out in the written deputation.

 

The Chairman agreed to Mr Sergeant, on behalf of the applicant, to join the meeting to answer questions raised by members of the Committee.

 

            In response to questions from members of the Committee, Mr Marshall and Mr Sergeant:

 

·                     Confirmed that the floor size for the smaller units on the development would meet the required minimum standard.

·                     Advised that although the applicant would normally install ground sourced heat pumps, air source heat pumps were more suitable for this location.

·                     Advised that no discussions had currently taken place with Hampshire County Council in relation to the occupation of the rooms

·                     Advised that the build period would have a lead of 6 months and with a build period of approximately 18 months

·                     Outlined the security measures for the proposal.

·                     Advised that the development would connect into existing surface water and foul drains and Southern Water’s foul and surface water network.

·                     Outlined the improvements being made to reduce the surface water run-ff from the site.

 

The Committee discussed the application in detail together with the views raised by the deputees and in the written submissions.

 

The Committee considered that the landscaping and parking  and other aspects were acceptable and therefore:

 

RESOLVED that application APP/23/00665 be granted permission subject to:

 

A          confirmation from Natural England that the Habitats Regulations Assessment/appropriate Assessment has been agreed; and

 

B          the following conditions

 

1          The development must be begun not later than three years beginning with the date of this permission.

 

            Reason: To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

           

2          The development hereby permitted shall be carried out in accordance with the following approved plans:
